PUBLIC VOICE Grätzltelefon (1995)

Ein Telefonservice zur Unterstützung lokaler Bürgerbeteiligung im urbanen Raum

Die Erwartungen an eine Unterstützung demokratischer Prozesse durch die Telekommunikation sind hoch. Nicht nur die Nutzer von Online-Diensten haben ausschweifende Phantasien entwickelt, auch politische Entscheidungsträger verwenden die Metapher einer elektronischen Demokratie um Volksnähe und Fortschritt zu demonstrieren oder Förderprogramme im High-Tech Sektor zu rechtfertigen.

In der nun vorliegenden Studie orten die Autoren Anwendungsfelder im lokalen Bereich und präsentieren eine Bestandsaufnahme kommunaler Informations- und Kommunikationsmedien. Dies umfasst nicht nur Internetdienste wie die "Digitale Stad Amsterdam", sondern auch Informationskioske oder lokale Mailboxen. In einem theoretischen Teil werden sozioökonomische Effekte und Rahmenbedingungen für eine Partizipation durch neue Medien, unter Einbeziehung der Erfahrungen mit Lokalradio- und Fernsehen, untersucht. Das wichtige Kriterium eines chancengleichen Zugangs wird hierbei am besten von Sprachboxsystemen (Audiotex-Dienste) erfüllt.

Den erst wenigen brauchbaren Konzepten und praktischen Erfahrungen wird im Rahmen des Forschungsprojektes mit einem Feldversuch in einem Stadtteil Wiens begegnet, in dem der Audiotexservice "Grätzltelefon" die Beteiligung der Bürger an Planungsprozessen ermöglichte. Der Audiotex - Service wurde von PUBLIC VOICE Labor bereitgestellt. Die Auswertung brachte vor allem zu Tage, dass es einer verbindlichen Einbindung der Politik in die neu entstehenden virtuellen Diskurse bedarf, damit neue Medien ihren strukturell innewohnenden partizipatorischen Charakter auf die Realpolitik übertragen können.

Das Forschungsprojekt wurde an der Forschungsstelle für Sozioökonomie der Österreichischen Akademie der Wissenschaften im Rahmen ihres Technology Assessment Schwerpunktes durchgeführt. Es ist nach wie vor möglich, in den Service hinenzuhoeren: einfach die Telefonnummer 01 - 5893022 anrufen.

A telephone service for citizens' participation in local decision making

The "PUBLIC VOICE Graetzltelefon" is an interactive telephone service that allows callers to listen to information by phone, retrieve fax documents or exchange messages on local topics. The discussion forum of this service has been specially designed for people who are not skilled using interactive media; however for frequent users special features like identification, browsing or rating have been made available. A field trial has been carried out in 1995 for four months within the research project "Political Participation by Telecommunication" in cooperation with the City Planning Office of Vienna (MA 18). The selected area was a suburban district of Vienna (Aspern). The purpose of the research project was to investigate chances and risks for using telecommunication technology as a tool for enhancing local communication activities and decision making processes. Several projects, based on kiosk, Internet or BBS technology, have been reviewed as well. One result of a comparison is that access to screen based telecommunication media is still not very common. We estimated for 1995 that in middle European countries less than 2 % of the people have private access to Internet services. The percentage is still below 10% for 1997. As Internet users are well educated, mainly male and with high income, they are not representing citizens. So did users of the PUBLIC VOICE Graetzltelefon: a wide variety of inhabitants used the service not only for retrieving information, but also for submitting their opinion at a public discussion forum. A simple rating service has been offered to callers of the Graetzltelefon. When listening to a message, people could rate by pressing a number between 1 and 5 to value the contribution. New callers got then the chance to select only well rated messages. It has been taken care that users do not rate their own messages with an identification scheme. For the ratings and other actions, which can be perfomed with the telephone keypad or using voice detection, special audio-icons have been designed.

PUBLIC VOICE Labor is the spin-off organization of this research project and offers today a wide variety of Audiotex services. In cooperation with "Radio Wien", further districts in Vienna will get their lcoal interactive telephone service and services in Italy are in the planning stage.
